test(release): verify packed interactive recovery from stalled 401

What changed

• Drive the exact packed aether-agents CLI through its interactive raw-key chat path during Windows and Linux clean-install CI.
• Serve a loopback 401 with a response body that never closes, using only a fake API key. The check requires a visible terminal error and a responsive /exit within eight seconds.
• Run the same installed-package smoke before npm publication in the release workflow.

Validation

• npm run build
• Packed the 0.4.0 tarball, installed it into an empty local Windows project, and ran the smoke successfully.
• npm run verify:production -- --tag v0.4.0 passed.
• git diff --check passed.

The CI harness emulates TTY input over pipes to exercise the raw-key REPL branch. A real headed Windows console and live account remain separate qualification checks.
