Internet access for applications is interrupted when using Telegram upload/download

Issue Details

Steps to reproduce:

1. enable vpn
2. start download/upload fiels in telegram
3. see no internet connection in windows and adguard tunnel, but telegram working normal.

Expected Behavior

Сеть. Есть доступ в интернет.

Actual Behavior

Статус:
Сеть (иногда Нет сети). Нет доступа в интернет.

Включение Телеграм и заброска или скачивание файла перед использованием браузера в принципе не позволяет уже использовать интернет вне телеграм. В самолм телеграм все работает но вне его вся сеть отваливается.
Если же использовать браузер а между делом включить телеграм и начать upload/download, то отвал случается спустя несколько минут.
Возможно AI ркн.

I couldn't reproduce the issue on my end. Could you please provide debug logs and a screencast demonstrating the problem, if possible?

Here's what we need you to do:

1. Go to Settings -> App settings -> Advanced settings -> Logging level -> Extended.
2. Reproduce the problem, then remember the exact time it happened.
3. Open Settings -> App settings -> Advanced settings -> Export logs and system info.
4. Send the archive to qa@adguard.com:
   • include [windows] keyword and ISSUE_NUMBER (1231) in the subject of your email
   • specify the exact time when the issue occurred

сейчас вроде подослабло все последние два дня, а длилась примерно с 16го по 21ое сентября.
в системе так же стоит adguard блокировщик рекламы сейчас выключен.

А в блокировщике драйвер не SockFilter случайно стоит? Если да, попробуйте сменить на WFP и проверить с ним.

достаточно и впн, а проблема появилась после смены провайдером меди на оптику, при включении впн иногда появляется глобус т е нет доступа к интернету, иногда даже если там дисплей т е и сеть и доступ к интернетуесть, страницы не грузятся пока не вкл/выкл сетевое соединение в вин

блокировщик конфликтует с другим впн который я использую когда адгуард отваливается, и да я проверяю у меня нет единовременной их работы так что они не кофликтуют
