…ATE) PR_ARC_INVENTORY stopped at #1682. Adds one compact entry per merged PR, recorded from its merge commit and marked CATCH-UP; hygiene-only PRs get none (termination clause). INTEGRATION_PLANS gains an index catch-up for the D-QSP/D-RFT/D-LFA, D-QR, D-DRMC and Ascent plans. LATEST_STATE gains a 'main after #1725' block with the one contract delta (#1687).
