This PR only updates the board for #1674 (D-TGB-4), merged at 414377f3. It changes no code. Under the termination clause in CLAUDE.md, a PR like this needs no arc entry of its own.

• STATUS_BOARD.md: the D-TGB-4 row now reads Shipped, with the PR and merge SHA, and cites 11 disables. That count is the 10 from the PR plus one for the Codex P2 fix that adds the outcome to the seal.
• PR_ARC_INVENTORY.md and LATEST_STATE.md: an entry for D-TGB-4: thought-git receipt and deterministic replay (lab, thought-git-probe) #1674 at the top of each.

Main is merged in, now including #1676. The entries index conflicted, so I regenerated it with entries_index.py --write. It matches main's copy (423 rows), so this PR no longer touches it. The supersession index is current, and entries_index.py --check passes.

Open item recorded in the arc entry: Codex's review of the head commit ed54930e was still running when #1674 merged.
