• No codebook row changes, so lance-graph-ogar codebook parity is unaffected. No cross-repo test pairs the two prefixes, so the merge order of this PR and OGAR unified-bridge crate scaffold: registry + projection orchestrator for Spine impls #333 doesn't matter.
• .claude/board/LATEST_STATE.md: the contract-delta entry, added at the top. The append-only gate passes locally.

Tests

app_prefixes_match_ogar_allocation_table now pins 0x000C, round-trips Hiro, and checks that a HIRO machine renders as 0x0C04_000C. Mapping Hiro to 0x000D turns it red. lance-graph-contract: 1458 unit tests and every integration test pass on Rust 1.99, and rustfmt --check is clean.
