ISS-PRESET-VERBS-PROVISIONAL is amended: the preset verb table is a fixture, never tenant runtime access; EffectiveAccess is seat ceiling, tenant grants, scope, per-property authorization and action gates; ACT, DELETE and EXPORT need explicit grants; missing or stale grants fail closed. ISS-PERMISSION-SETS-NOT-ROLES: permission sets are versioned tenant data, not assumed to narrow. ISS-SPEAR-DOCUMENT-CONTRACTS is filed as spear#26.
