fix(web): 알림을 누르면 열린 창 중 설치한 앱 창을 먼저 고름 (SIL-74) - #51

브라우저 탭과 PWA 창이 둘 다 열려 있으면 서비스 워커가 아무 창이나 첫 번째로 골라서 알림을 눌러도 웹 탭이 열렸어요. 서비스 워커가 창마다 앱 창인지 물어보고(답이 없으면 탭으로 봄) 앱 창을 먼저 골라요 (app.notify.click-to-inbox: 앱의 나에게 온 변경 화면이 열린다). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
