records: retire spconv, declined already-supported - #55

Jeff Daily decided in-session on 2026-08-20 to record the intake recommendation as the disposition: skip, already-supported. spconv-triton (Apache-2.0, MI300X-verified) is a drop-in for spconv 2.x on ROCm, and upstream is not a viable PR destination -- no merged PR since 2022-12-27, and its one AMD request (#780) was answered by pointing at spconv-triton. A port would mean an unbounded AMD backend for the cumm codegen rather than work on spconv itself. Seven screens on four platforms agreed. Following the 27f7646 precedent: the decision lives in data/dispositions.json (with by/reason/note and the retrieval command), the 13 telemetry records move to data/retired_stats.jsonl with a project field, the folder is removed, and the README table is regenerated. The decision lives in data/dispositions.json with by/reason/note and the retrieval command (git show 2cc3927:projects/spconv/notes.md). The 13 telemetry records move to data/retired_stats.jsonl with a project field. The folder is removed and the README table regenerated. Pointcept's depends_on edge now derives READY from the already-supported disposition, and intake queue issue #8 was already republished without the row.
Note: this PR and #54 both append to data/retired_stats.jsonl and regenerate the README table, so whichever merges second may need a trivial refresh; ask and it will be rebased.
