Adds Phoenix Upscaler to Video Utilities, in alphabetical order, marked ![paid].

It's a Windows (and Linux) desktop app that restores and upscales old video: VHS and camcorder tapes, DVDs, film scans and old phone clips. It denoises, deinterlaces and rebuilds detail with AI models, running locally on the user's own GPU (NVIDIA or AMD); footage never leaves the PC. There's a free download that restores 60-second clips, then a one-time $129 licence.
