KAI-DRAIN scope-preservation map from historical issue #92's R5 obligation into the canonical EMBER-11 parent.

R5 — publish itself is preserved here, not considered complete:

• EMBER-11.WORK.013–.016 require checkpoint-bound public model-card, paper, demonstration, and identity-spine evidence.
• EMBER-11.WORK.017–.018 and EMBER-11.CERT.007–.010 require independent reproduction without hidden founder knowledge.
• The residual Autonomy-relinquishment ladder: transfer the maintainer's levers to ember itself (R0-R5, invariant-gated) #92 clause remains explicit: accepted R5 evidence must show Ember itself authors, opens, and maintains its publication changes or PRs behind fail-closed repository and evidence gates, with actor attribution. Human or outside-agent publication cannot be credited as Ember's R5 execution.
• The operator retains voluntary direction, interruption, and final scope. Publication authority must remain explicit, local, inspectable, revocable, and rollbackable.

This comment preserves the unique R5 clause before the duplicate historical #92 anchor closes. It does not claim R5, release, publication, model, or milestone completion.
