Cannot find SETUPAPI.dll and Error 8.

Canot even start the game, no mods are installed, verified my files, nothing worked. I'm stumped.

At first I thought it was due to the unnecessary SETUPAPI.dll syslink we have set for the launcher, but apparently that's not the case as Steam itself loads that dll for any launched game so idk

im having the same issue. i have spent the better part of a day uninstalling and reinstalling skyrim, vortex,
reborn, the library. i have went back through every guide available over and over about to give up

Having the exact same issue, followed the guide to a T and still giving the same exact error, I even tried installing the exact version of the address library mentioned in the guide, same error still popped up. In addition, launching it from vortex would always give an error about being unable to locate the address library, unless I held space and selected SkyrimSE.exe manually again, in which case it would give error 8.
