Switching Fan to low shuts off light #6

Description

@dclark0758

So, I am a newb, I'll admit this is my first attempt at using a custom handler. I purchased a 42" Hunter ceiling fan for my bedroom and installed the Home Depot universal wink fan controller in it. This is probably the 50th or so ceiling fan I installed over the years, so really no issues installing things.

Got the KOF-Fan controller code copied into ST and published. Figured out how to edit the "thing" to be a fan and use the KOF controller. All the child controls show up and I am jumping for joy. I cycle through the fan settings.: Low. Med, Me -Hi, and Hi. So far great. Hit the low fan button again, and the light turns off; Only way to get the light back is to cycle the wall switch on and off. So is this a software issue or did I get a dud for a controller?
