Predbat plans to export when battery is empty

Describe the bug
Predbat plans to perform export when the battery is already empty. The issue is intermittent and will often disappear some time later.

Expected behaviour
You cannot export from an empty battery.

8.42.5

optically I can see why you raised this

but

having the export doesn't cause any harm and even though the battery may have been "emptied" earlier, a seemingly empty battery can after a while recover some SoC, so by having the extra export it ensures the battery is definitely empty before overnight recharging
