Support reading a subset of headers from the CSV file

For example:

```bash
 sgr csv import -s year -s commodity_code […]
```

Or even being able to pass the type as well (select the column and give it a type):

```bash
sgr csv import -s year int4 -s commodity_code varchar […]
```
