feat(make-skill): add the file minimap beside the page heading

The brand gives the File minimap the job of making Skills, so the
/make-skill opening now shows SKILL.md files as dot rows with the rose
cursor. It sits beside the heading on wide screens and above the short
H1 on phones, so no dot sits behind text and contrast holds.

Copy pass: the two step helpers repeated their questions, so they go.
The navigation error now follows the COPY.md error pattern.
