Some potential NTLM Relay targets can have NTLM relayed to them from signed SMB, which should be rejected, but will still be accepted. By default MSSQL will do this. If channel binding is either enabled or required, which is a nondefault setting, then it will check the embedded Channel binding token, and reject the authentication. I'm not certain what other potential targets will do this, but I would think RPC would be a good candidate.
