* srsly: Carry the 2.5.3 patch forward to 2.5.4

0001 applies unchanged: it only adds a new LICENSE.ruamel_yaml file at
the project root, so it does not depend on any line offsets elsewhere.
Checked upstream's release-v2.5.4 MANIFEST.in, setup.py PACKAGE_DATA
and the srsly/ruamel_yaml tree against release-v2.5.3: the vendored
ruamel.yaml LICENSE is still unpackaged and no root-level
LICENSE.ruamel_yaml exists yet, so the same gap remains. Verified the
patch applies cleanly against a fresh release-v2.5.4 checkout and that
the copied text matches srsly/ruamel_yaml/LICENSE byte for byte.

+srsly vendors ruamel.yaml under srsly/ruamel_yaml and ships it in every
+wheel, but srsly/ruamel_yaml/LICENSE is not packaged: MANIFEST.in only
+recurses over source files and PACKAGE_DATA only globs *.pyx/*.pxd/*.c/
+*.h/*.cpp, so the wheel carries srsly's own MIT LICENSE alone. None of
+the vendored ruamel.yaml modules carries a copyright header either, so
+nothing in the wheel reproduces the notice its MIT licence requires to
+travel with copies.
