Translate fuzzy entries from upstream sync (#1225)

- argparse.po: fix *encoding* (singular) in version note
- enum.po: remove fuzzy flag (translation already correct)
- functions.po: remove "safely" from ast.literal_eval description
- sys.monitoring.po: update to mention ModuleNotFoundError on bad import
