Add exception handling block decompression failure when not eof

Bug description:

throws exception when block is not able to be decompressed. Handling this at this level allows for better Upstream handling

I'm sorry but I don't understand the concern. Looking at the PR, I don't think catching any exception raised makes sense there. There are many reasons why a call to decompress may fail (out of memory, an incomplete file or data stream), and it should be up to the user of the file like APIs how to handle each of those.
