Add back Dev Container instructions in the JIT README

We previously had instructions included in `Tools/jit/README.md` for building with the JIT within a Dev Container environment. However, this was removed last year when there was a lag in Fedora support for LLVM 19. However, everything has caught up, so this should be documented.
