Add `latin_N` codecs aliases to `encodings.aliases`

Proposal:

I propose to add aliases of the form latin_N to the encodings.aliases.aliases dictionary.
Previous discussion on the issue: #53144,

[@malemburg] We need to add aliases for those codecs. The current aliases
list only supports the format "latinN" for N in 1-10.

Has this already been discussed elsewhere?

This is a minor feature, which does not need previous discussion elsewhere
