Add DragonHPC support

I'd like to add support for DragonHPC. In practice, it should be easy since DragonHPC can be used by just changing the multiprocessing backend.

However, the install process isn't really conducive to the standard Python packaging system we use for CI/CD.

There is a WIP branch at issue-160 following DragonHPC multiprocessing example, but the monkeypatching is not working so the "dragon" context is not found.

I realized that I was testing within pytest so I wasn't using the dragon program to run the script which is necessary for the monkeypatching. Testing the executor with dragon t.py I find:

I also tried constructing a DragonContext directly and passing it to the ProcessPoolExecutor but that didn't work either.
