fix publish workflow: pass github context via env var, not inline

Directly interpolating toJSON(github) into the run: script broke the
generated shell script whenever the JSON (e.g. release body, commit
messages) contained an unbalanced quote, causing "unexpected EOF
while looking for matching \`\"'" failures. Pass it through an env
var instead so the shell only ever parses a fixed echo statement.
