Filtering for API endpoints

Currently there are no filters for the Packit Service API. Is this something that is useful to anyone? I encountered this while looking at the dashboard and saw that some paginated tables have sorting on the columns but it is in-place and doesn't reach the API at all

we should really implement sorting (and filtering) in the API so that we can efficiently use it in the dashboard, well pointed @spytec
