Subject: [PATCH] fix(pkgdown): point url at the Pages site

pkgdown uses url as the site base URL for canonical links, the sitemap
and cross-package links, so it has to be the published site, which is
https://openwashdata.github.io/artesianwells/.
The old value was the GitHub repository, which home.links already
carries. The current pkgreview standard (1.6.1) sets the Pages URL
here. The built site in docs/ is not rebuilt in this commit and picks
the change up at the next pkgdown::build_site().
