Subject: [PATCH] mention required config option for PostgreSQL 18.6

the (new) config option `output_plugin_libraries` is required to list all allowed replication output plugins, see https://www.postgresql.org/docs/18/release-18-6.html#RELEASE-18-6-CHANGES
