From the logs it looks like OADP runs a custom action on every resource during the daily-full/weekly-full backup that attempts to find a HostedControlPlane. For resources in MC-level namespaces, no HCP exists, so every resource errors with:
error executing custom action: rpc error: code = Unknown desc = error getting HCP namespace: no HostedControlPlane foundThis causes the daily-full to report as PartiallyFailed with ~17K errors, even though all 17,257 items are successfully backed up.
