It supports org/user enhanced billing usage endpoints, maps GitHub billing line items into OpenCost custom costs, includes mocked API unit tests, and updates the manifest.

Hi! I'm interested in working on the GitHub Billing and Usage plugin.

I have a few questions:

1. Is the $1,000 bounty still available for this plugin?
2. What payment methods do you support for the bounty payout? (I'm based in a region where some payment methods may not be available)
3. Are there any specific GitHub billing endpoints you'd like prioritized? (Actions, Packages, Shared Storage, etc.)

I plan to follow the Datadog plugin reference implementation pattern.
