Inconsistent keyboard shortcuts for dictation in the Codex app - Hold-to-dictate hotkey

What issue are you seeing?

If I configure the setting under Personal > Keyboard shortcuts first, it doesn't seem to carry over to General > Dictation. It works the other way around, though.

What steps can reproduce the bug?

1. Install Codex windows app
2. Set shortcut: Personal > Keyboard shortcuts for Hold-to-dictate hotkey
3. Take a look at: General > Dictation
