`.claude/skills/pm-dispatch/references/filing-gate.md`, section 〈立卡门〉,
the quota line (line 34 on `origin/main` `b2909fd4`; the card's "line
30" has moved). One line edited in place, net 0 lines.

write-pace pacing and the relay's stroke pacing); the triage seat's

- The QA/walkthrough exemption clause is folded away because every seat
now has what it granted; its pacing clause is kept for everyone.
- The `配额:` label is kept on purpose: `triage-duties.md` points to "配额见
`filing-gate.md`", and that pointer now lands on the rule that says
there is no count cap.

- Restatement grep on `b2909fd4` before the edit: `grep -rn 至多三张
.claude/` hit only `filing-gate.md:34`; after the edit it returns zero
hits (exit 1). A wider grep over `.claude/`, `scripts/pm/` and
`AGENTS.md` for `三张`, `three cards`, `per fire`, `配额`, `折清单卡` found no
other restatement of the cap: the `三张` hits are "three boards"
(`seat-post-protocol.md:83`, `seat-lifecycle.md:77`) and a third
diverging card (`lanes/server.md:34`); the `three cards` hits in
`scripts/pm/` are incident comments, not rules; `filing-gate.md:68` is
the board-enumeration cap, unrelated.
- `triage-duties.md:34` keeps pointing to "配额见 `filing-gate.md`" and
stays true (see above). `triage-duties.md:42` "无配额" is about
observations not being filed, unrelated.
- Line ceiling: `filing-gate.md` 68 lines, ceiling 68, headroom 0 (`pnpm
check:pm-skill-ratchet` exit 0). The new line is 120 bytes, the same as
the old one, at the file's CJK width cap; no re-wrap.
- No changeset: `.claude/**` publishes nothing.

## Gates (local, head `97dd3cb3`)

Derived by `node scripts/pm/dispatch-gates.mjs --commands --repo
objectstack-ai/objectstack`: 17 commands, every one exit 0. `pnpm
--filter @objectstack/lint run check:doc-formula-expressions` first
exited 3 (PREREQUISITE NOT MET: `@objectstack/formula` /
`@objectstack/lint` unbuilt), and exited 0 after `turbo run build` of
those two. Extra: `pnpm check:pm-settings-deny-roster` exit 0. `--ran`
reconciliation: 17 derived, 17 run, 0 NOT-MEASURED (derived zero, every
line carries an exit code).
