pm(skills): retire the label riders from the agent text and lower the ratchet rows

os-dev.md, SKILL.md, the director and ui lane files, state-machine.md,
dispatch-runbook.md, platform-readings.md and AGENTS.md Prime Directive #14 stop
telling a seat to hang, read or expect the retired label, --pair, the double
carrier or the downgrade fuse; the record-only contract stays. Ratchet rows for
os-dev.md (403 → 402) and state-machine.md (42 → 41) follow the landed counts.
