chore(cutover): the private ui root package stays out of the Changesets fixed group until 4a lands (bill item 39, objectstack#25803)

On the merged tree main's check-changeset-fixed counts public packages
only, and the ui root manifest `object-ui` (ui/packages/vscode-extension
is the other private member) is private, so 4a's text with `"object-ui"`
in fixed[0] exits 1 here and the lockstep count reads 112 against the
111 the docs state. 4a (#25745) adds `object-ui` back together with the
PRIVATE_FIXED_MEMBERS edits to both scripts when it re-merges main after
this import; this commit keeps the cutover tree at 111/111 so both gates
exit 0 on their own. Measured by the J thread (probe, 17:15Z).
