docs(pm-dispatch): review-checklist — a classifier-refused dev label write goes to the maintainer's word, the seat never applies it on its own

The seat-side twin of the os-dev.md routing line: on a classifier refusal
of the dev's `skip-changeset` write the seat routes to the maintainer and
applies the label only after that word AND its own tests/docs-only check,
naming both in the comment; substituting for a refused action is
permission laundering. The dev's `deviations` still carries the refused
command verbatim. 77 -> 77 lines, two lines rewritten in place.
