docs(os-dev, pm-dispatch): a breaking PR runs the full dogfood battery on its final head and reports it; the checklist reads the field before arming

os-dev.md: the trigger-less "dogfood once on the final head" clause gains its
trigger (a `!` title or a `(narrowing)` arm on the Clause-② line, either
