改卡再派, 判不了 ⇒ 入决策箱.
- `scripts/pm/check-skill-line-ratchet.mjs`: the `SKILL.md` row 318 →
319, its comment citing ruling 6385407063. `SKILL.md` is not a
`CROSS_FILE_MOVES` destination, so no `ruledRaises` record applies.
