docs(site): refresh the English deck PDF under apps/docs/public/decks to the 19-slide version (#22942)

One binary replaced in place, nothing else:
`apps/docs/public/decks/the-ontology-is-the-software.pdf`, the English
deck "The Ontology Is the Software — How a large model reads an
enterprise", refreshed from 17 to 19 pages. Same path, so the link at
the end of the blog essay (PR #22264) keeps working.

## Checks

- Docs-site asset only. No `packages/**`, `content/**`, `README.md`, app
code or generated ledger. Nothing publishes: `skip-changeset`.
- `scripts/check-nul-bytes.mjs` judges binary-ness by content and skips
real binaries; the PDF is one.
- No model identifier in the PDF text, the commit or this body.
- Seat-executed under the maintainer's instruction quoted on the card
("open a PR"); the seat does not merge its own PR, so this stays a draft
for the maintainer to land.
