docs(pm-dispatch): the pre-dispatch in-flight read covers every lane's claims

The in-flight check before a dispatch read only the seat's own lane's
`pm:dispatched` claims, so a claimed-and-pushed sibling card in another
lane, with no PR open yet, was invisible to it. Drop the lane qualifier
from that one sentence; the local-intersection clause stays as it was.
