docs(skills): the queue approver type resolves to the queue's members
The automation skill's approver table still told authors a `queue` approver routes to nobody and must not be authored. ADR-0142 D6 makes it resolve to the ownership queue's members at node entry, so the row now says what it resolves to, that an empty queue adds nobody with a warning, and which lint rule reports a queue-only node.
