test: drop the cli ratchet's notRead entry the plugin-ai README carried

Main added `notRead: ['packages/cli/README.md']` to the cli ratchet's
markdown-input entry because the scanner resolved the bare `README.md`
segment of the plugin-ai README path against that package. With the
plugin-ai README gone the scanner no longer offers it, and the audit
reports the entry stale.
