post-stamped --comment: refuse a decision analysis without the os-decision-facets marker

A comment that is a decision analysis -- a decision frame (opening line,
heading or bold lead opening with a decision word), an options set (an
option-column table or two or more unindented lettered list-item leads)
and a recommendation naming an option label, the three read inside the
span the frame governs over the body with code blanked -- is refused
before any request when it carries no os-decision-facets marker outside
code, the reading the pre-handover check gives the marker. --comment
only; --body and every other route are untouched.

Measured over 5,519 fleet-bot comments (2026-10-08T23:36Z to
2026-10-14T10:29Z): 8 refusals, the two named analyses among them, and
none of the director delta readings, round records, claims, landings,
reports or contract reviews in the window.
