feat(scripts): a test file of either ruled class is listed over its own declared budget, not the 10 s line

The refresh diff reads one header line, `// test-budget: SECONDS — CLASS: REASON`,
from each test file its window read over 10 s, and lists that file only above
the budget it declares. A malformed declaration refuses the diff, naming the
file and the line; a file no longer in the tree stays under the 10 s line and
is named.
