pm-dispatch: the interim landing rule also accepts a standing Tier S authorization

Per the maintainer's ruling on the card (batch 7 item 2, letter A): while
no other account is seated, the substitute for pre-landing check 1 is the
maintainer's own words in the executing thread, either naming each PR
number or a standing Tier S authorization for that seat, revocable by one
sentence. The line wraps once to stay under the byte width.
