docs(pm-dispatch): the seat's once-only re-run line, in the re-run readings

The line replaces the dated reading that a re-run was doable through MCP:
a seat re-runs a PR's failed ci.yml jobs once through rerun-failed.mjs,
only after writing down why it judges the failure a flake; a second
failure is real. The REST 403 / MCP 201 reading stands at its earlier line.
