chore(changeset): @objectstack/spec patch for the re-pointed form liveness rows (#23050 slice 11)

packages/spec ships liveness/ in its files[], so the three re-pointed
evidence strings change what @objectstack/spec publishes: a patch
changeset, as the earlier liveness-only evidence rewrites carried.

+- `liveness/view.json`: the `form.sections`, `form.sharing` and `formViews` rows cited `packages/rest/src/rest-server.ts` for the two public form doors, `GET /forms/:slug` and `POST /forms/:slug/submit`. `@objectstack/rest` moved the body of the registrar that mounts them, `RestServer#registerFormEndpoints`, to `packages/rest/src/form-routes.ts` with no behaviour change, so the rows' four path references follow it. The quoted code, the verdicts and the notes are unchanged.
