test(cli): declare measured budgets on ten os-serve-path boot files

Each of these files spends its wall on real `os serve` / `os dev` /
`os start` boots (and the `os build` / `os validate` spawns beside
them), one per distinct fixture or flag, already sequential; no boot is
shared or repeated. They take the ruled header
