ci(test-leftovers): declare no path population; de-path the schema id
check:declared-population-live read the snapshot schema id as a path declaration. The self-test reads no tracked file and the in-job modes run only inside ci.yml's test jobs, so the script now says so with the no-path-population marker, and the id no longer looks like a path. // dispatch-gates: no-path-population -- the --self-test (the one invocation a pull request runs, in Lint & Repo Gates) drives in-memory fixture snapshots and throwaway git trees under the OS temp directory and reads no tracked file; the snapshot and report modes read turbo.json, the workspace manifests and the untracked tree only inside ci.yml's test jobs, which ci.yml's own filter already starts for a change to packages or scripts, so a hint here would be a second spelling of one population
