ADR-0087 exemption (no-migration-prescription): No key of any metadata schema is added, removed, renamed or re-shaped, so there is nothing for `objectstack migrate meta` to rewrite and no tombstone. What narrows is one install door's answer on an upgrade that would un-make an access choice; the caller's migration is the confirmation the refusal itself names (`confirmAccessUpgrade` with the finding set's token), stated below.
