Subject: [PATCH 1/2] fix(nav): keep sidebar resize handle off the page list
 scrollbar

Render the handle in the `#footer` slot, so it is positioned against
`.app-navigation` and is no longer clipped. Its grab area now straddles
the sidebar edge: 2px inside and 6px outside, clear of the scrollbar.

Fixes: #2821
