When multiple views are stacked in the same container (e.g. Explorer + Outline), the title and action buttons of all views except the first appear slightly vertically misaligned.
The first view has 1px padding at the top and bottom. Subsequent views have a 1px border and 1px padding at the top, but no padding at the bottom, which makes the panel title and buttons appear visually offset.
