Bump hawk, wd, wct-local and request

Removes [hawk](https://github.com/mozilla/hawk). It's no longer used after updating ancestor dependencies [hawk](https://github.com/mozilla/hawk), [wd](https://github.com/admc/wd), [wct-local](https://github.com/Polymer/tools) and [request](https://github.com/request/request). These dependencies need to be updated together.
